Maritime NZ sent a Letter to Bolton – “The investigation has now been completed & that has disclosed sufficient evidence to justify laying a charge against you & the Public Interest requires a prosecution under section 65 (1)(a) of the Maritime Transport Act 1994 & charges for breaches of Maritime Rule 22 (Collision Prevention)”
